so the length would be_ b+20

perimeter of rectangle = 2(l+b)
                                   =2(b+20+b)
                                   =2(2b+20)
                                   =2*(2b)+2*20
                                   =4b+40

so fencing this whole perimeter would be = 26.5(4b+40)
                                                                  =106b +1060
    so         106b +1060=5300
                106b=5300-1060
                106b=4240
                      b=4240/106
                      b=40
 
so the length =b+20
                       = 40+20
                        =60
