we know that the perimeter of any rectangular shaped thing is 2( length + breadth )

given,
length = 12 1 / 2 cm = 25 / 2 cm
breadth = 10 2 / 3 cm = 32 / 3 cm

Now, Applying formula

perimeter \:  = 2( \frac{25}{2}  +  \frac{32}{3} ) \: cm \\  \\  \\  \\ perimeter \:  = 2( \frac{75 + 64}{6} )cm \\  \\  \\  \\ perimeter \:  = 2 \times  \frac{139}{6}  \\  \\  \\  \\  \\ perimeter \:  =  \frac{139}{3}  \: cm

Length of rectangular sheet = 12 1/2 = 25/2

And,

Breadth of rectangular sheet = 10 2/3 = 32/3 cm.

Perimeter of rectangular sheet = 2 ( L + B )

=> 2 ( 25/2 + 32/3 ) cm

=> 2 ( 75 + 64/ 6 ) cm

=> 2 × 139/6 cm

=> 139/3 cm
