side of rhombus =

let its side be x

By pythagoras theorem ,

(1/2×16)^2 +(1/2×12)^2=x^2

64+36 = x^2
100=x^2
underroot 100 = x

10 = x

perimeter of rhombus = 4×side
= 4×10cm
=40cm

Have a nice day.
