2(l+b)=48

2(21+b)=48

21+b=24

b=3

hey mate here is ur answer =

a+b+c=48

a+b+21=48

a+b=27.

now condition for triangle to be formed is

sum of two sides must be more then third side.

And as area is an integer a or b one must be an even number .

a=6 and b=21 is the smallest set satisfying the equation.

Length of shorter side is 6.
