Amount of heat flowing per second  = Q/t   = KA ( θ1 - θ2)/l

Here "l" is the length of the rid. Since the rods are made up of the same material ad also the temperature is same on both ends of the rod therefore, KA ( θ1 - θ2) will e same for both rods.

(Q/t)1 / (Q/t)2 = r1^2 x l2/l1 x r2^2

                     = ( 2/3)^2  x 2

                     = 8/9

Thus the amount of heat flowing per second  through them will be in the ratio

8:9.
