Here are the points which justify this statement:-
1-- service sector in India employees different kinds of people. it is not like that that service sector is employing only one kind of people for example at one end , there are limited number services that employ highly skilled and educated workers and at the other end there are very large number of workers engage in services such as small shopkeepers, repair persons, transport person etc.
2-- this peoples hardly manage to earn a living and yet they perform the services because they have no any alternative opportunity for work available to them.
Hence only a part of this sector is growing in importance.

- Regarding service sector, Limited number of skilled workers in organised sector are getting higher wages
- On the other hand the large number of unskilled workers in unorganised sector are not able to get minimum wages their living in miserable conditions
- They are being forced to continue in the same job due to lack of required skills and alternate to employment services
