Locus of intersection of perpendicular tangents to a ellipse (as in your question) forms a director circle , which can be simply found by using formula x² +y² = a² -b²

Where a = √9/144 = 1/4 since RHS needs to be 1 for this formula, and b= √16/144 = 1/3
