The speaker here is the postmaster.he says this because of Ali. He thinks Ali is mad as he is waiting for a letter he's never going to get.
so they take examples of many mad people and portray them as equal to Ali. They say About a postman who I did nothing but made heaps of dust. and a person who had a habit of pouring water in a certain stone. Another one who used to pace up and down all day who never ceased to reclaim poetry. and another who'd slap himself and cry because he's been beaten..
