Because magnetic compass use magnetic force to detect directions. Earth's magnetic North Pole attracts the north and of other magnets. but when there are magnetic poles around does it can attract North or South Pole of a magnetic compass depending on the type of magnetic field is attracting it.so that is why the magnetic compass is not useful for navigation near the magnetic poles.
