the major product of the following reaction is

ans is b not c.
can someone explain why didn't the ring expand?​

c would not be formed as when ring expands the CC(carbocation) formed would be 2°, methyl from adjacent carbon would immediately shift to give 3° CC, so in b and c, c has less probability of forming in reaction.
