Price after Discount  = 60000 - 9000  = 51000 Rs

=> VAT amount =  59670  -  51000 =  8670  Rs

rate of VAT = x %

=> (x /100)   51000  = 8670

=> x  = 867/51

=> x = 17  

rate of VAT​ = 17 %
