The answer is 7%.
It is derived as follows:

First discount on Rs 900:
900- 12% of 900= 900- 108= Rs 792

Second discount:
  792- x% of 792= Rs 736.56        -(equation *a*)
  Solve the equation *a*
792- (x/100)* 792= 736.56
 792- 7.92x = 736.56
 792- 736.56= 7.92x
 55.44         =  7.92x
 x= 7

Hope this helped!

12%of 900 then 792-736.56=55.44 than 55.44%of 736.56
