median of this series = (15+15)/2=15

mean = (129 + a)/10

15 = (129 + a)/10 + 0.4

(129 + a)/10 = 15 - 0.4 = 14.6

129 + a = 14.6 × 10 = 146

a = 146 - 129 = 17
