It is given that the ratio of the maximum and minimum is  3:1.  

⇒|a⃗ |+|b⃗ ||a⃗ |−|b⃗ |=31.  

⇒|a⃗ |+|b⃗ |=3|a⃗ |−3|b⃗ |⇒2|a⃗ |=4|b⃗ |⇒|a⃗ |=2|b⃗ |.  

⇒  The magnitude of  a⃗   is twice the magnitude of  b⃗ .
