let the 10th observation be p

mean=sum of all the observations÷no.of observations

mean=20

mean=16+20+18+17+22+16+15+20+17+p÷10

20=161+p÷10

20×10=161+p

200=161+p

p=200-161

p=39

therefore the tenth observation is 39
