I hope the question is: find the mean, if each observation is increased by '3'
If each observation is increased by '3', then average also increases by '3'
New average = 32+3 = 35

Concept:
Let there be 'n' observations.
The average is 32
Sum/Number = Avg
Sum/n = 32
Sum = 32*n
Now each observation is increased by '3'
Sum = 32*n + 3*n = 35*n
Avg = Sum/Number = 35*n/n = 35

Hope it helps.
