The merchant of venice - who has bellario deputed to preside over the case? why?

Bellario has deputed Portia (wife of Bassanio) to preside over the case. She was disguised as a male lawyer. According to what was written in the letter given by Bellario he was sick and so he was not able to attend the case and so he sent one of his lawyer. But actually it was all pre-planned by Portia that she will disguise herself as male and will preside over the meeting.
