Portia says that mercy is twice blessed. This interpretation is right as mercy is a quality given by God to man. A person who is without mercy is like an animal. Hence to distinguish man from beast, God gives him the quality of mercy.  

A merciful man is blessed by God. Similarly the man who receives mercy blesses the person who is merciful towards him. In this manner it is twice blessed.
