Mid-Value =  \frac{Lower Limit + Upper Limit}{2}

Now putting the values,
we get,

14 =  \frac{9.5 + Upper Limit}{2}

14×2 = 9.5 + Upper Limit

Upper Limit = 28 - 9.5
Upper limit = 18.5 (Answer)

Lower limit = L = 9.5
Upper limit  = U
Mid point = M =  ( U+L ) / 2
 M = 14  =( U+9.5)/2
             U + 9.5 = 2*14 =28          U = 18.5
