There is a difference between water and ice. When a solid becomes liquid, it takes some heat from the environment called the Latent heat or melting (fusion or liquification). This heat energy is used to change the state of the matter at the same temperature. This heat remains as the internal energy of the substance in its form.

If this heat is not available then solid ice does not melt to become water in liquid form.

latent heat of fusion for water is 334 kilo joules per kg of water.
