The highest electronegative element is chlorine. Other than sulphur and argon because sulphur comes before chlorine in periodic table so it's less reactive and argon is an inert gas and it have stable structure so it doesn't take part in reaction .That's why chlorine is more reactive than others as halogens are more electronegative because their electronic configuration of chlorine is 2,8,7 .Only one electron is needed to become stable .Hence chlorine is more electronegative.
