In the "periodic table", all elements are placed in increasing order of their atomic number. If we check the periodic table, according to metallic and non-metallic nature, the left side of periodic table contains metals whereas the right side contains non-metals.

In periodic table, down in the group the metallic nature increases whereas across the period the "non-metallic" increases. Hence, the most metallic element is Francium that is last element of the 1st group whereas fluorine is the "most non-metallic" element of periodic table that is placed in 17th group.
