this is because of inertia of direction..for this purpose mudguards are applied to the wheels of the car so that the mud do not spoil the clothes of passerby..

IT IS DUE TO INERTIA OF DIRECTION.THE  TENDENCY OF A BODY TO STAY IN ITS STATE OF MOTION IS CALLED INERTIA.SO WHEN THE TYRE STARTS MOVING THE PARTICLES WILL HAVE A TENDENCY TO MOVE TANGENTIALLY(ANY OBJECT MOVING IN A CIRCULAR PATH HAS A TENDENCY TO ,MOVE IN A STRAIGHT LINE IN THE DIRECTION OF ROTATION).SO THE PARTICLES LEAVE THE RIM ,TANGENTIALLY  WHEN THE TYRE MOVES.IN ORDER TO PREVENT MUD FROM DISTRACTION U MUDFLAP ARE USED.
