Answer:

Hello mate.

Explanation:

Pls mark Mr as brainliest.

For years, elections in Nagaland have meant people voting for the candidate who doled out the most, in cash or kind. But many believe this year is different.

“If it was 100% last time, it has come down to 30%-40% this time,” insisted Phetoko Tsugu. The gaonbura or headman of Lhothavi village, which is part of the Ghaspani-1 constituency in poll-bound Nagaland, was referring to the state’s worst-kept secret: that its votes are up for sale to the highest bidder.

For years now, elections in Nagaland have seen people voting for the party and candidate willing to dole out the most, in cash, kind, or both. A post-election study carried out by a Kohima-based organisation called YouthNet revealed that candidates spent Rs 937.82 crore in the 2013 Assembly elections, almost double the amount spent in 2008.

The Nagaland Baptist Church Association (NBCA) had called on voters not to demand money, nor any other form of materialism for voting but to elect an upright representative for a clean electoral election.

Explanation:

  • However, the clean election campaign has not proved successful. Even though more than a decade has passed since the Nagaland Baptist Church Council's "Clean Electoral Movement" was initiated and endorsed before the 2008 Nagaland Assembly by the Naga student bodies and civil society organisations, the state persists with the dubious reputation of having the country's worst electoral malpractices.
  • "Clean elections," "one man, one vote," remain a mere slogan, as one of the most controversial, farcical elections in many parts of the state was held this time around. Heavy proxy voting, electoral impersonation and multiple votes marked polling day with men and women, mostly young boys and girls, working within polling stations almost throughout the state, some of whom have voted in favor of their candidates more than 10 times at various polling station polling booths. All votes were cast in exchange for money.
  • In some parts of the state, booth capturing was reported too, while the voters were still rife during elections. There were several reports of some voters casting votes in 2 constituencies by having the same photograph however different name.
  • As is the normal procedure, the candidate supporters collect the electoral slips from the electors by paying a nice sum of money, which differs between parties and candidates before the election .. The party members are mobilized well before the polling ends, on the election day, to cast ballots on behalf of the electors from which the voting slips are drawn.
  • All these are done in the very eyes of polling officers to the surprise of the security forces deployed in polling from other states

Measures for a clean election

  • Every meaningful funding change must come from the EC itself and the EC should convene a meeting with all stakeholders including, all recognised central and state political parties. . The list of stakeholders must also include the best legal & constitutional minds in our country.
  • ECI must ensure that the model code of conduct is strictly respected and any person who has violated it has to be given the maximum restraint to prevent such future practices.
  • The EC's powers are vast and all-embracing, even exceeding the executive's powers in all political matters during the election period. Thus, the only thing it lacks in commitment and honesty on the part of conscientious officers is to provide appropriate mechanisms for clean elections
  • In order to ensure clean election, ECI should become more prudent as well as proactive and wipe out any doubt concerning the integrity of this institution as an esteemed entity.
