In this story he narrator says to the old man that he sat on the pontoon bridge that crosses a river is not safe and not a good place to stop because there was a Spanish civil war setting in a spot, so ‘the narrator’ advised the old man not to halt there in the bridge. He offers the old man the alternative to get out of this harm way.
