The significance of ashok chakra (navy blue in colour) in the national flag is that, it represents the dharmachakra which was explained by Gautam Buddha to his first five disciples in his very first discourse. Buddha explained 12 causals or stages of sufferings that keeps us in the never-ending cycle of pain and sufferings; which in turn keep humans bounded in a never ending cycle (chakra) of reincarnations. 12 spokes on the left represent these 12 causal stages of sufferings. The other 12 spokes on the right represent the 12 ways/paths of dharma that are necessary to overcome the first 12 reasons of sufferings. Once you have achieved the no mind and effect state of consciousness, i.e enlightenment or simply unconditioning of your perceptions for the creation you will be liberated out of the birth and death cycle. Thus one by one when you have over come these 12 causes of sufferings one completes the chakra by adding 12 spokes on the right and achieves the ultimate- the nirvana or Nibbana (pali).
This also represents the very crux of Indian/hindu/buddhist outlook towards the over all whys and hows of mysteries of the creation on everyday basis.
