it means that after the first world war geramny was totally distingerated by sing the treaty of Versailles...they loss their army..face economic crisis...poor government...due to these situation Hitler came into power..and won the heart of many German people ..people then follow him ..and started have true faith on him...due to which they form strong army..thus form a racial state

They came to power based on the propaganda of a better Germany. An economically strong Germany, where there was no poverty and everyone was employed. And restoring German pride was a big issue. But then, when they were not in power, racism, anti semitism were not that much important in their issues. They did not tell people those or focused on them.
But, after they seized power, their real intentions became clear, and they gradually established a 'racial state', where Aryan white was seen as supreme race, all else didn't matter. Hate grew toward black people, Jews. They were discriminated.
These only came to happen 'once they came to power', not before.
