From the figure we can make out that each P atom is surrounded by 4 oxygen atoms and one of the bond is a double bond.

Hence for every P atom there is 1 pi bond and 4 sigma bonds. As such for four P atoms there are 4 pi bonds and 16 sigma bonds.
