The non participation of industrial workers In the civil disobedience movement was mainly due to the following main reasons:

  • The ruling party, congress did nothing to meet the demands of the industrial workers such as giving  them proper wages and incentives to encourage them to work. Due to nonchalance of the ruling party the industrial workers did not participate in the movement.
  • One more reason was that the big industrialists were participating in the movement.
