this is due to increase in hormonal activities which causes the growth of sexual character and by this a heterosexual hormone I.e testosterone in male and progesterone and estrogen in female leads to growth of their traits and thus these hormones leads to growth in tissue if men and body organs in female..

When the body of an organism is going to attain an adult size , all the body resources (energy, nutritions obtained by food etc .) are mainly directed towards the growth process. During childhood , the maturation of reproductive tissues is not a major priority . When a considerable body growth is achieved, reproductive tissues begin to mature. This period of maturation of reproductive organs is called puberty .
