NOTA option was scraped by Supreme court but only in the case of Rajya sabha election. as they represent states, and an state cannot be something like not an option.

NOTA is an option which means None Of The Above. During election many people didn't wanted to caste their vote for anyone, so Election Commission of India (ECI) wished to add an option of NOTA for such voters but generally government were opposing it. So, finally ECI went to supreme court and on 23rd September 2013 supreme court allowed ECI to add an option of NOTA in Electronic Voting Machine (EVM). Supreme Court also said NOTA option will not be applied in Rajya sabha elections because their members represents their state.
