Yes, it is true and it can be justified by looking at some of the events that are mentioned in the novel:

1) When Harry along with his uncle, aunt and his cousin visits the zoo, he was pushed by his cousin. Though it was due to Harry that the glass wall disappeared and his cousin fell into the snake's captive area, it wasn't intentional.

2) Secondly when Hagrid tells Harry about his parents and Voldemort, it also focuses on the victory of good over evil as Harry was saved.
