The number of electrons goes on increasing in the outer shell as we move from left to right in a period, why does the atomic size goes on decreasing?

In period 2,each additional electron goes into the second energy level.So the number of energy levels does not go up.As we move from left to right across a period the number of electrons in the outer energy level increases but it is the same outer energy level.
