The maximum number of electronsthat can fit inside a 'n' shell is 2n^2. So it is 18. The principle quantum number'n' defines the shell and not the orbital. A shell has multiple orbitals in it and each orbital can take a maximum of two electrons - one spinning clockwise and the other anti-clockwise.
