3 electron added to balance the equation.

Explanation:

In the left side No3- contains 7+8*3+1=32 electrons and 4H+ is just a proton and hence it contain 0 electron.

Now, on the right side 2H20 contains 20 electrons and NO contain 15 electrons which means total 35 electrons.

Now to balance it with left side you must add 3 electrons.
