let the denominator be x
numerator = x-1

according to problem,

if,
                  (x-1-2)/(x+3) = 1/4
                  (x-3)/(x+3) = 1/4
                  4x-12 = x+3
                  3x = 15
                  x = 5
fraction = 4/5
