Let the numerator be 'x', then, denominator = 'x+3'.
x+1 / (x+3)+3 = 1/2
(x+1)2 = (x+6)1 [Cross multiplication]
2x+2 = x+6
2x-x = 6-2
x = 4
Therefore-
Numerator = 4
Denominator = 7
Fraction = 4/7

 CHECK-
4+1 = 5
7+3 = 10, and 5/10 =1/2
