let the numerator and denominator be X
then,
A.T.Q,
 \frac{x  - 7 + 3}{x - 9}  =  \frac{3}{2}
 \frac{x - 4}{x - 9}  =  \frac{3}{2}
3(x - 9) = 2(x - 4)
3x - 27 = 2x - 8
3x - 2x = 27 - 8
x = 19
So numerator= 6
