$\dfrac{3x}{x+3+20}=\dfrac{1}{8}\\\\\dfrac{3x}{x+23}=\dfrac{1}{8}\\\\24x=x+23\\23x=23\\x=1$

$\dfrac{x}{x+3}=\dfrac{1}{4}$
