1.As  "s " shell is near to nucleus, Its nuclear charge is more. So its will be difficult to remove an electron from the outermost shell of S.

2.  Screening effect:
    More the shells with electrons between the nucleus and the valence shell, they act as Screens and decrease nuclear attraction over valence electrons.
This effect is called as Screening effect.
Less screening effect, more the Ionization energy.
