Haussmanization of Paris refers to a complete makeover of the city of Paris  by Haussmann who created a new face of Paris for the whole world at the behest of Napoleon III (a nephew of Napoleon Bonaparte). He revamped Paris for continuous 17 years (between 1852 to 1869) by designing straight, broad avenues (or boulavards). A lot of fully grown trees were transplanted and open spaces were kept to give a natural look.

By 1870, about one-fifth of the streets were changed significantly and night patrols, bus shelters, drinking water were introduced also. It built a lot of controversy and faced severe opposition too. Since 350,000 people were
evicted so some termed it as a monstrous transformation.

But gradually there was the development of an upper class culture and
the new capital became the toast of all Europe. Paris became a civic pride or the hub of many new architecture, social and intellectual developments that influenced many parts of the world.

[So toast of Europe means that the everyone looked upon the developments in Paris with awe and admiration. Its developments greatly influenced and inspired the entire world.The entire world felt that Paris became a showstopper and acquired everyone's attention and was a major topic of discussion and limelight too.]
