Option C is correct.

The act called for the Central Pacific and the Union Pacific Railroad Companies.  They were instructed as such:

A transcontinental railroad was to be built connecting East US to West US.

Problem was that the 2 companies were to build from opposite sides. From Sacramento to Omaha. In May 1869 the two sides met and after long struggle the railroad was finished.
