Answer:

for parallel lines,  a1/a2 = b1/b2 ≠ c1/c2

so, 3/3 = 2/b

1 = 2/b

b = 2

3x + 2y = 7 \\  \\ comparing \:  \:  \: with \\  \\ a1x + b1y = c1 \\  \\ a1 = 3 \:  \:  \: b1 = 2 \:  \:  \: c1 = 7 \\  \\ 3x + by = 16 \\  \\ c.w \\  \\ a2x + b2y = c2 \\  \\ a2 = 3 \:  \:  \:  \: b2 = b \:  \:  \:  \: c2 = 16 \\  \\  since \:  \:  \: lines \:  \: are \:  \: parallel \\  \\ therefore \\  \\  \frac{a1}{a2}  =  \frac{b1}{b2}  \\  \\  \frac{3}{3}  =  \frac{2}{b}  \\  \\ 1 =  \frac{2}{b}  \\  \\ b = 2
