copper sulfate = CuSO₄ (blue in colour)

sodium hydroxide = NaOH (colourless)

reaction : CuSO₄ + NaOH → Na₂SO₄ + Cu(OH)₂

Over here copper hydroxide (Cu(OH)₂) is the blue precipitate

The above reaction was possible since sodium is more reactive that copper thus displacing it from its salt. This reaction is a displacement reaction
