In India, the Panchayati Raj now functions as a system of governance in which gram panchayats are the basic units of local administration. The system has three levels: Gram Panchayat (village level), Mandal Parishad or Block Samiti or Panchayat Samiti (block level), and Zila Parishad (district level)

The local self-government at the rural level functions under the Panchayati Raj system.The Panchayati Raj system operates at three levels :gram panchayat at the village level block Samiti at the block level and Zilla Parishad at the district level. Panchayat have always from time immemorial been the backbone of Indian villagers Administration and governance.The term 'panch' is order only used for a group of 5 person (panch) who take collective decision on the different affairs of the village .
During the freedom struggle, the father of our nation , Mahatma Gandhi, has insisted on strengthening the Panchayat Raj which in turn, as per his view, would enhance the village economy and help preserve the existence of self-sufficient villages.
The Panchayat system in villages normally has three units:
- Gram sabha or village assembly
- gram panchayat or village panchayat
- Nyaya panchayat or village court
