73rd Constitutional Amendment Act, 1992 gave constitutional status to Panchayati Raj Institutions (PRIs). Before that also, there were these institutions in many states but standardization was missing, every state had different structure. This act removed that lacunae & is a right step in achieving democratic decentralization.
But at the same time, it is also true that PRIs haven't been able to perform as desired, because of petty politics & affection for the power. State Governments, many times are not willing to share power with them. Officials feel shame in working with them.
