The joint sitting of the Parliament is called by the President and is managed by the Speaker or, in his nonattendance, by the Deputy Speaker of the Lok Sabha or in his nonappearance, the Deputy-Chairman of the Rajya Sabha. The Chairman doesn't direct the joint session at any expense. In the event that any of the above officers are absent, some other individual from the Parliament can manage by accord of both the House.
