We are proud to be a democracy in India. There is a connection between ideas of decision-making participation and the necessity to have the consent of all democratic government citizens. These are the elements which make us together democratic and are best expressed in the parliamentary institution. Parliament enables the people of India, by becoming the main symbol of Indian democracy and a key feature of the Constitution, to participate and control the government
Explanation:
- The start of a democracy is the concept of consent, i.e. people's willingness, consent, and participation. It is the will of the people who build and agree on a democratic government. The underlying idea in such democracy is that the "individual or the citizen" is the most vital person & that, "in principle", both the "government & other public institutions" must have the confidence of these residents
- People elect their parliamentary representatives, and a group of these elected representatives constitutes government. This Parliament, which consists of all representatives, "controls & guides" the "government". In that way, citizens shape and influence the government through their elected representatives.
Instance of Controlling & Guiding the Government
- During the session, Parliament shall commence with an hour of questions. Question Hour is a "essential process" from which parliamentarians can receive information from the government. This is a very successful way of controlling Parliament's executive.
- When questions are raised, the government and its members, i.e. the parliamentarians, are told of their shortcomings and the government becomes mindful of the opinion of the public.
- The government's questions are important for each MP. The minority parties play a key role in the sound running of the government. They find out shortcomings in numerous programmes and services and promote their own programmes.
