yes it is quite true that the particles of a liquid impact more closely together in the particles of gas and it is because of this that they do not move because the intermolecular force is more in case of liquids and gases and that is why they attract each other very vigorously as and when compared to the gases and that's the only reason of this is their packed more tightly and closely but not more than the solids

liquid particle has stronger force of attraction between their particles than gas thus they don't have much movement than gas.
