The answer is bcoz as we go higher, the air gets thinner and thus, the pressure starts to get low. The air pressure on earth’s normal surface is more than the pressure on higher surfaces like mountains. Now as pressure is ver low on high mountains as the air is thinner there, the temperature, being directly proportional to pressure, also decreases as we go up. So lower the pressure, lower the temperature and thus, formation of ice is seen most of the time on peaks of the mountain.
